You always hear Chief Roca and Mayor Tuerk talk about Sweep Tickets. They claim if you swim in our waterways you can get a $100 Sweep ticket. Lets look at the truth of these tickets. What happens if you do not pay them? Do they turn into a warrant? No. Do they increase in price for penalty for not paying on time. No. Does your drivers license get suspended? No. Is their any real reprocussions for not paying the ticket? No. There are alot of No's associated with the Sweep ticket. But I was able to come up with a number that is a yes. Though I do not have paperwork documenting this, my sources are very strong. The yes is that there are 3.5million dollars in outstanding Sweep tickets that have not been paid. 3.5 million!!!! So why do these two brag about the consequences of getting a Sweep ticket when their isnt one? There is no way someone from out of state is going to pay one of these things when people living in Allentown dont. Then you have a former Sweep officer state in a council meeting that Councilman Hendricks tickets were always forgiven. Hendricks didnt dispute this statement either. So whats the damn point of these things? Lastly, the new head of the Sweeps department is conviently good friends with one of the mayors staff. The drama never ends. Guys please stop trying to impress everyone with this Sweep crap and how effective it is. The truth hurts.

Never heard the term Sweep Tickets before but I understand what that activity looks like. Violations are found, notices to violators are made. But, as you state, no actual penalties are enforced.
Those who legitimately break a law, no matter how minor that law, MUST experience some level of inconvenience and individual harm. There must be a negative response to their behavior. Some reaction they ultimately feel is a result of their own negligence. Without this, violators laugh and go on their merry way, only to violate again.
What is it about America today that makes everyone afraid of truly disciplining those who “get out of line?” Yes, it’s confrontational. But, the police and others in authority clearly have the rules, and the tools, on their side.
I have zero confidence in city leadership. If this is true, we are heading towards ruin. Luckily, we will have bike paths to get the hell out of Allentown.

If Hendricks was reaping benefits from the city taxpayers while he was a sitting council member, he should be brought up on ethics violations. I also heard from him me of the wait staff that he goes to Jack’s Slice with Ray O’Connell regularly and others and eats and drinks free. That should be investigated as well.
3.5 million? You have to be kidding me. How is being kept so quiet. Are we not paying cops and sweep officers to write these tickets and no one is collecting the fines. Somebody needs to provide some answers. MAYOR!!!
The term Sweep Tickets was originally part of Bill 50 which became the Disruptive Tennant Act.

Hendricks was a legend in his own mind. He was an affable and reliable yes man for decades. He is soooo gonna miss those regular photo ops.
It’s difficult to imagine how the city will function without him.
Any data on the number of “Sweep Tickets” issued by the city per year?
What city departments are issuing them and what is the amount of revenue that “Sweep Tickets” have generated for the City of Allentown?
I find it EXTREMELY unbelievable that the city would have $3.5m in unpaid SWEEP tickets. That is beyond job neglect if it is true. Again, I think our blog host’s source is seriously unreliable. I think it would be a better practice to show supporting facts before putting such information on a blog. You will look extremely foolish and lose credibility when proven incorrect. I know this blog is 4.5 seconds old but show facts with support. Who cares if a friend was promoted? If they are qualified, good!
To clarify, I said I do not have supporting documentation. I guess we shall see who is right if the Mayor actually releases the accurate number. But I encourage everyone to add information if I am incorrect.
Also, the person given the favor of the Sweeps job was not qualified nor is the friend they have in the mayors office. Explain how you get an H.R. position in a major city when your background is making coffees at Starbucks?
Allow me to tell you "more" truth about "Sweep" tickets... unknown to anyone I know, the time period was changed from 24 to 12(?) hours to shovel your snow... well, guess what???... right on the ball writing tickets to all my neighbors!!!! WONDERFUL!!! I have a neighbor down in the next block who is frequently out of town, so I shovel for him... NO TICKETS IN THAT BLOCK!!!
The creeps are also Johnny-on-the-spot after we have severe winds. The crap from both ends of the block ends up in the middle, smack dab in front of my house... hello ticket!!! I have already picked up my property on the way out the door at 5AM only to receive a ticket timestamped 9:30AM... I'm at work! I guess the city expects hourly clean ups... true jerks if there ever were any. I went to lodge a complaint (and hopefully use some dazzling language...) but they're never there and if they are, they won't speak to you. THAT, Abe, is my personal experience.
5:16 with an addendum... ever notice any sidewalk that is CITY responsibility is cleaned way late or NOT AT ALL... DO as we SAY, not as WE DO!!!!
And they wonder why people are fleeing like their butt is on fire.... rant over.
SWEEP has been a mismanaged program for many years. That is not a swipe at the current Recycling Manager. He is actually a very capable and standup guy. He has been put in a predicament where those above him are involved with slumlord property owners (and some higher city employees are property owners/slumlords) and they break, not bend, the rules for those close to them.

Ray Ray and Daryl are peas in a pod. Both have sons whom they inserted as city employees who otherwise were unemployable. Now we pay for salary, benefits, and retirement so that the parents don't have to. You want to make good city policy? Electeds should be barred from installing family members as employees. And eating free anywhere.
